Quick answer
Treat the October policy as an intake review first
Law firms that received Google's advertiser notice should compare profile hours, ad schedule, staffed intake, overflow, and practice-area fit before October 1. Track each charged call through qualification, consultation, and retained-matter outcomes before changing budget.
What this covers
- Intake coverageAssign reception, intake, overflow, and on-call ownership for each advertised time block before reviewing spend.
- Matter outcomesKeep Google's charged-lead state separate from qualification, consultation, retained matter, and collected revenue.
- Privacy-safe reviewUse broad outcome codes in shared reports and keep caller details, matter facts, and conflict information in controlled systems.
Law-firm intake handoff
Map each handoff before a prospect reaches intake
Test the route from an outside phone so the review includes Google's forwarding number, the firm greeting, transfers, and the real overflow path.
Google forwarding number
Confirm the destination, call announcement, event time, and whether the test reaches the firm's public intake route.
Greeting and call routing
Check the greeting, required keypress, language options, menu length, and destination for each advertised choice.
Reception and intake
Name the person, role, or provider that owns reception, transfers, overflow, and on-call escalation.
Documented next action
Record a privacy-safe next action such as consultation set, declined, referred, retained, or pending.
What changes for law firms on October 1
The LSA missed-call policy for law firms that received Google's advertiser notice takes effect October 1, 2026. A missed Local Services Ads call during business hours can become a charged lead when the caller remains on the line for more than 20 seconds, subject to exceptions in Google's notice.
Google did not describe a law-specific exception or say that each missed call will be charged. Read the full October 2026 LSA policy analysis for the confirmed terms, keypress rule, subsequent-call condition, and details Google has not published.

Law-firm intake comes before the budget decision
A law firm can spend the same weekly budget and produce fewer consultations when charged calls fail at reception, transfer, or overflow. A budget change does not repair an unstaffed lunch block, a dead extension, or a weekend route with no owner.
Google determines whether it charges the lead. The firm determines whether the inquiry fits its practice, whether it schedules a consultation, whether the client engages the firm, and whether the matter produces collected revenue.
| Stage | Owner | Question to answer |
|---|---|---|
| Charged LSA lead | Google record | Did Google mark the lead as charged, in review, credited, or not charged? |
| Qualified inquiry | Intake team | Did the request fit the firm's documented practice and location criteria? |
| Consultation | Intake or attorney | Did the prospect schedule and attend the firm's chosen next step? |
| Retained matter | Firm-controlled system | Did the firm and prospective client complete the engagement process? |
| Collected revenue | Billing system | What revenue did the firm collect under its own reporting rules? |
Map the full law-firm call path
Document the route a caller experiences: Google forwarding number → greeting or required keypress → receptionist or intake team → overflow or on-call coverage → consultation or documented next action.
Google's lead-management guidance says Local Services calls use a Google forwarding number and can be announced as a call from Google. Test from an outside phone because an internal extension test can bypass the carrier, menu, forwarding, or overflow path a prospect encounters.
Use Google LSA call analysis to organize call outcomes and handling patterns. The firm's approved process must control conflict screening, legal qualification, and engagement decisions.
| Call stage | Operating owner | Test | Evidence |
|---|---|---|---|
| Google forwarding number | LSA account owner | Destination and call announcement | Lead time and test record |
| Greeting or key menu | Phone-system owner | Options, key recognition, after-hours route | Approved script and route map |
| Reception or intake | Intake manager | Answer, hold, transfer, and backup | Coverage schedule and outcome |
| Overflow or on-call | Vendor or assigned role | Trigger, pickup, escalation, message delivery | Provider report and escalation log |
| Next action | Authorized firm staff | Consultation, decline, referral, follow-up | Privacy-safe outcome code |
Compare business hours, ad schedule, and staffed intake
Google documents profile business hours and the Local Services ad schedule as separate settings. The advertiser email says during business hours but does not identify the account field that controls the new charge condition. Compare both settings with the firm's staffed intake plan.
Google's ad scheduling documentation offers All day, Only during my business hours, and Custom hours. Choose a schedule that reflects real coverage and the firm's market. Record a person, role, or provider for each block instead of marking it covered without an owner.
Firms that value evening or weekend calls need a working intake or overflow route. Review the economics in the LSA value guide for small law firms before paying for coverage or changing the schedule.
| Coverage block | Profile hours | Ad scheduled | Intake and overflow owner |
|---|---|---|---|
| Weekday office hours | Confirm | Confirm | Name the primary and backup role |
| Lunch or shift change | Confirm | Confirm | Name the handoff and missed-transfer route |
| Weekday evening | Confirm | Confirm | Name on-call, vendor, or voicemail owner |
| Weekend | Confirm | Confirm | Name provider and escalation owner |
Review general lawyer and practice-area lead settings
Lead fit starts with the practice areas, job types, and service locations the firm selected. Google's valid-lead guidance says a law advertiser that enables general lawyer leads signals interest across law-related lead types. Google lists a broad law inquiry as an example that does not receive a credit when the advertiser enabled that setting.
General lawyer leads require an intake and positioning decision. Review the actual qualification, consultation, and retained-matter mix before changing the setting. A call outside the firm's preferred matter mix does not become invalid because intake declined it.
Use Google Local Services Ads management for lawyers for the broader account setup and the lawyer LSA budget guide for practice-area economics.
| Setting | Possible call | Intake question | Next review |
|---|---|---|---|
| Enabled practice area | Matter inside or near the selected category | Does it meet documented fit criteria? | Compare qualified and retained outcomes by area |
| General lawyer leads | Broad legal need outside preferred matters | Does the firm want broad inquiries? | Compare lead mix with intake capacity |
| Service area | Caller seeks help in or near an enabled location | Can the firm serve it under its rules? | Review location and qualification codes |
| Temporary capacity | Good-fit inquiry while the firm lacks availability | Was capacity the only issue? | Keep capacity separate from validity |
Classify repeat callers and current clients without losing context
A person the firm already knows can contact the business through an LSA path. Give caller type, Google's charge state, and the firm's next action separate fields.
Do not assume that a current-client, former-client, vendor, referral, or repeat call begins as uncharged or qualifies for a credit. Use the Google record for billing status and a privacy-safe business code for the operational outcome.
- New prospective client, current client, former client, or referral source
- Vendor or solicitation, wrong practice area, wrong location, duplicate contact, or unable to determine
- Direct Business Search or another source when the account identifies it
- Consultation, decline, referral, follow-up, retained, or pending as separate next actions
Review IVR, voicemail, and overflow before October 1
Google's advertiser email says the more-than-20-seconds timer starts after a required keypress when the receiving setup needs a caller to press a key. It also says the business will not be charged when the caller never presses a required key. Use this provision to verify a real routing need, not to create an obstacle for prospects.
Test the Google forwarding number, greeting, language paths, new-matter and current-client destinations, unanswered transfers, overflow, and voicemail. Assign a response owner to each destination and record failed routes for repair.
Review professional IVR routing for LSA calls when the firm needs shorter menus, clearer department ownership, or tested overflow coverage. Google prohibits attempts to avoid legitimate lead charges.
- Keep the greeting short and make each advertised choice clear.
- Route required options to active destinations with a tested backup.
- Confirm that transfers reach overflow before the caller reaches a dead end.
- Monitor voicemail capacity and assign follow-up ownership.
- Train answering providers on the firm's approved routing and escalation rules.
Build a privacy-safe charge-to-matter audit
Use the LSA missed-call charge audit as the row-level source. A law-firm version needs only enough detail to explain spend and intake flow. Keep caller narratives, recordings, conflict information, legal analysis, and matter facts inside firm-controlled systems.
Calculate charged missed-call share, connected-call rate, qualified-inquiry rate, consultation rate, retained-matter rate, net cost per consultation, and net cost per retained matter by practice area and coverage block. These are PrimeLSA operating calculations, not Google billing or ranking metrics. Use posted credits for net cost and label pending outcomes.
Firms using recordings, transcripts, AI call analysis, or answering vendors should ask qualified counsel to review consent, disclosure, access, retention, and vendor obligations in each relevant jurisdiction. Use Google LSA lead feedback without placing confidential intake details in a marketing report.
| Field | Privacy-safe shared value | Keep in controlled systems |
|---|---|---|
| Lead reference | Google or internal lead ID | Caller name and phone number |
| Event context | Date, time block, location, source | Recording URL and message content |
| Google outcome | Charged, in review, credited, not charged | Credentials and private billing documents |
| Call outcome | Connected, missed, voicemail, transfer failure | Verbatim sensitive narrative |
| Fit | Practice-area and location-fit codes | Matter facts and conflict details |
| Intake outcome | Consultation, declined, referred, pending | Legal analysis and advice |
| Business outcome | Retained, not retained, pending | Privileged communications and case strategy |
What to change now and what to leave alone
Repair verified intake failures before changing the account. Assign coverage owners, fix broken transfers and full mailboxes, shorten confusing menus, define outcome stages, and set a weekly review date.
Keep broad budget, service-area, practice-area, general-lawyer, published-hours, and schedule changes on hold until the audit supports them. A week of failed routing proves that the route needs repair; it does not prove that the budget or market is wrong.
| Change with clear evidence | Wait for audit evidence |
|---|---|
| Assign an owner to each advertised coverage block | Broad budget increases or cuts |
| Repair transfers, extensions, mailboxes, and overflow | Service-area expansion or contraction |
| Test required-keypress behavior and shorten unclear menus | Practice-area removal or general-lawyer selection |
| Define qualification, consultation, and retained outcomes | Published hours or ad-schedule changes |
Run the law-firm intake review each week
Each week, review new charged calls, missed-call coverage, later conversations, general-lawyer and practice-area fit, consultations, retained outcomes, and posted credits. Assign routing failures to an owner when the team finds them.
Review budget and account settings after the firm can explain where calls are lost. Compare results by coverage block and practice area so a strong intake segment does not hide an unanswered route or a broad low-fit lead mix.
